The Education of Population Groups

One of the objectives of the project was the editing of educational materials (brochures) destined to different population groups: locals, children, tourists.

Information of the population

According to the objectives of the projects, between 29 and 31 May 2006 there took place in Cheia, Prahova District, the Workshop of dissemination of the results of the project. The action took place in the conference hall of the Cheia Hotel. The organizers were: The National Institute of Hydrology and Water Management, Bucharest , in collaboration with Global Water Partnership – Romania . The main objective of this meeting was to inform the population regarding flash floods and their effects (floods) based on the achievements of the project.

Officialdom from Maneciu City Hall , as well as representatives from the educational units from the locality participated in the workshop. The proceedings of this workshop had a broad audience: specialists from the National Institute of hydrology and Water Management, the GWP – Ro representative Mr. Liviu Popescu and technicians from the territorial hydrometric network. The workshop had two sessions and they were moderated by Mr. Liviu Popescu, GWP – Ro. In the opening of the session, Mr. Popescu presented the necessities and increments of the implementation of the project “Forward Integration of Flood Warning in Areas Prone to Flash Floods”. During the first part of the workshop there were presentations from the two collaborating institutions, NIHWM and GWP-Ro.

Eng. Eugenia Rotaru, NIHWM, made the presentation of the project. The first part of the workshop ended with informal discussions between the participants regarding the protection measures in case of floods at local and communal level.

The second part of the workshop was destined to the presentation of educational materials (brochures) made within the project, regarding the preparation of testing of the educational programme in case of floods and damage mitigation methods.

At the end of the workshop there were discussed the flood risks and the measures that have to be undertaken in case of floods.

Preventive Methods

After the floods from 2005, in order to improve the response of local communities in case of floods, two manuals were elaborated, approved by common order of the Ministry of Administration and Internal Affairs and the Ministry of Environment and Water Management:

• The manual of the prefect for emergency situations in case of floods
• The manual of the mayor for emergency situations in case of floods

The protection of population, goods and cultural values is made through an ensemble of activities consisting of: awareness, warning, pre-alarming and alarming, sheltering, evacuation and other technical and organizational measures.

The dissemination of information in case of floods is made from the meteorological forecast (NMA) and hydrological forecast (NIHWM).

urrently, Cheia has an electro-acoustic system for the warning of population in case of floods, which is placed in the precinct of the local school. Phone communication is present through underground cables on both sides of the National Road 1A (conductor cables and fiber optics). [ Action plan in case of floods ]

As a result of the notice received from the responsible structures, the school electrician activates the electro-acoustical system. The village does not have a military fire brigade. Thus, at the initiative of the community, a group of Voluntary Firefighters was set up, and is composed of 12 persons. The equipment is supplied by the Military Unit of Firefighters from Maneciu, with the help of Maneciu City Hall .
